If you missed the first PAVE electric bike scheme, another opportunity is coming. The federal government is preparing Phase II of the Pakistan Accelerated Vehicle Electrification Programme, better known as PAVE, with electric bikes expected to remain the main focus.

PAVE is different from the CM Punjab E Bike Scheme. It is a federal programme and covers Pakistan as well as AJK and Gilgit Baltistan. The Engineering Development Board is currently preparing manufacturers for Phase II, but the new public application round has not yet been officially opened.

The biggest development is happening behind the scenes. EDB invited locally registered electric bike manufacturers and assemblers to qualify for Phase II. Manufacturers need an EDB manufacturing certificate, PSQCA licence and must meet the programme’s qualification requirements.
This matters more than it might sound. A subsidy scheme is only useful if the bike you receive has parts, warranty support and somewhere to get repaired. Government procurement documents for the PAVE programme have placed requirements on manufacturers covering service centres, trained technicians and spare parts availability.
There is also a separate fast track PAVE initiative involving 100,000 electric bikes. Official procurement documents published in 2026 specify an Rs. 80,000 subsidy per bike for that programme. This figure should not automatically be treated as the final subsidy for every applicant in the upcoming Phase II because PAVE has used different subsidy amounts depending on the purchase and financing route.
The first PAVE rollout showed just how strong demand can be. More than 269,000 applications were received for the first electronic ballot, while 40,000 electric two wheelers and 1,000 electric three wheelers were allocated. The government offered different subsidies depending on whether a vehicle was purchased through bank financing or self financing.
There is one reason to be careful with PAVE 2.0 information appearing online right now. Several websites are already publishing application instructions and subsidy figures as though the new phase is fully open. The Engineering Development Board currently says that the second phase will be announced soon through the official PAVE portal and EDB website.
So don’t pay an agent and don’t submit your CNIC to a website simply because its name looks similar to PAVE.
When PAVE Phase II registration officially opens, applicants should use pave.gov.pk and check the final subsidy, eligible bikes, financing terms and application deadline there.
PAVE Phase II could be much more interesting than the first round if more manufacturers and better electric bikes make the final list. But until the government publishes the new application terms, claims about an exact Phase II subsidy or registration deadline should be treated cautiously.
